Hamilton explained his three step plan to help the nation's finances. He said "Paying off war debts, raising government revenues, and creating a national bank!" Jefferson on the other hand was trying to explain That by doing that, we would be going against our new Constitution.
Farmers had gotten angry that they had to pay a tax for whiskey. They rioted until the tax got lifted.
France and Britain were at war. Washington had to choose whether to help France the same way they did for us, or betray our treaty to prevent the U.S. from another possible war.
