Lord Voldemort wants Malfoy's wand to kill Potter, but Malfoy thinks that he gets Voldemort's wand in return, which completely sets Voldemort off. (In the book, he teases Malfoy about how his presence displeases him, and I just sum it up with that last speech bubble.)
Ever since Albus Dumbledore died, people have been saying that he is not really all that innocent as Rita Skeeter hints out what Dumbledore is really hiding and who he is.
Uncle Vernon and Harry have an argument over the future. Once Harry turns 17, the protection spell in the house will break free, and it would not be long until Voldemort finds them. Eventually, Uncle Vernon and his family are forced to leave the house for their own good. This scene is important because it signifies that the Muggle World is also in danger and will possibly fall into darkness.
