Times were desperate as the soldiers struggled to survive during the winter at Valley Forge. However, they came out of the camp in the spring a motivated group that eventually won the Revolutionary War.

Congress was limited with what they could do and couldn't efficiently run the country.
A New Government
One of the weakness of Congress was its inability to tax. This caused them to have to print more money to pay for the debts they incurred. The money became almost worthless and states began to print their own currency to make up for it.
Farmers who could not afford to pay the high taxes joined Shays' Rebellion. These farmers burned down courthouses and terroerized villages. Even after they were driven off by the militia, people saw the protext as a sign that the Articles of Confederation.
The Constitution was signed to revise the Articles of aconfederation and improve the country's Government. Ther were now three houses that would pass, carry out, and ensure laws were carried out fairly.
