Freedmen weren't allowed to use white bathrooms. This was because of Black Codes and Jim Crow Laws. After the Civil War Reconstruction began and this granted more freedom to freedmen. Blacks were not only separated in bathrooms, but in places such as restaurants, shops, and movie theaters.
In this picture, the freedman is upset because, once again, he is not allowed into the white shops. When the white people threatened to lynch the blacks, this was a sign for the blacks to leave. Many whites thought they were being lenient since they did not actually hurt the blacks. Many whites thought that rhe blacks were better off sharecropping.
