During the depression there was a massive amount of people in need of jobs, and most of them were younger workers. At the time more jobs were being created but it wasn't enough. New deal came up with the idea of allowing most of these men to get a construction like job. It was basically just an extra set of hands to help build some of the smaller things.
Franklin D. Roosevelt and Harry Hopkins created the Work Progress Administration. This allowed generally younger men around their 20s to get a job and make upgrades to the towns and cities. They worked on Parks, building, schools, and etc. This allowed more of the younger men to get a easy job.
It was said that it put around 8.5 million people back to work. They made around 8,000 parks. They also made around 650,000 miles worth of roads.This job didn't last as long as you'd expect though, 8 years of it but it managed to create tons of buildings and entertainment places while it lasted.
