The United States owed millions of dollars to individuals and regions. Since they couldn't tax, congress had no way to repay these debts. Therefore there was money problems.
Another issue with this new government was that there was conflict between states. NJ and NH claimed VT. The Articles of Confederation didn't give the central government power to resolve the conflicts.
