  • Federalists wanted to ratify the Constitution while Anti-Federalists opposed the Constitution and wanted to add a bill of rights.
  • Delegates sign the Constitution, ending the Constitutional Convention. George Mason, Elbridge Gerry, and Edmund J. Randolph refused to sign because it didn't include a bill of rights.
  • Although the idea was rejected during the Constitutional Convention, Anti-Federalists were able to implement the Bill of Rights, 10 amendments that guaranteed rights and civil liberties, to the Constitution since many states agreed to ratify the Constitution on the condition that a bill of rights would be added
