The Industrial revolution caused many Americans to flock to cities to find work which also resulted in people leaving their extended family to fend for themselves. The great depression left many Americans unemployed and unable to support for their families. Elderly people struggled to continue to work. Programs to help the elderly at the time were ineffective and not properly funded.
Before FDR's presidency, programs in American intended to help those in need were dependent on government charities. FDR thought a program in which people contributed a portion of their earnings for their future was a good idea. FDR created the committee on economic security to create the first economic security bill. It also aoded thoe with disabilities along with the elderly.
FDR created a three-person board to administer the program. In order to get the benefits people needed to fill out an application at their local post office. Social security cards were handed out. On the social security cards were unique 9 digit numbers. Social security cards are still used today.
