The authority/rulers was a monarchy led be a king . I wrote a book called 'Leviathan". This is the book that he wrote during the English Civil War. He believed that the ideal (best) government was a monarchy led by a king.
The authority/rulers is the government. Only the legitimate form of the government was limited and focused on securing those natural rights.. and that people had the right to overthrow a government that didn't protect those natural rights. - Lockes
