Jonas' assignment is to receive the memories from The Giver and learn what it means to be wise.
These are all the rules for Jonas has to follow to be a receiver of memory.

The Giver has books, styled furniture, and a lock on his door.
The Giver shows Jonas what snow, a sled, a hill, and runners are. This is a picture of the sled when it got to the bottom of the hill.
The community isn't allowed to make decisions because it could effect how their entire system is set up. They have every thing set up a certain way and grew up listening to people say the Chief Elder is always right. It would cause chaos. This is the end of the ceremony when the Chief Elder tells Jonas what his job is.
"seeing beyond" is basically, in my opinion, seeing past the dullness of everything and being able to see color and noticing everything that isn't exactly right in the community. Jonas noticed the color of the books change color.
