France and Britan were at war again in 1803 when Thomas Jefferson was President. Both sides were taking American ships. Though all of this President Jefferson still didn't abandon neutrality.
While America was trying to stay neutral the British attacked there ships taking their men and making the men work for them in the British navy. 1,000s of Americans were taken while Britan claimed the men were British deserters.
The war of 1812 ended with both sides thinking they won. The treaty of Ghent did nothing to resolve the problems between the two countries but it did bring peace.
