  • We can have three groups within the government: a legislative, an executive, and a judicial.
  • But the Virginia Plan calls for representation based on population.
  • Okay but what about representation? We must maintain sovereignty.
  • Maybe the New Jersey Plan? It calls for equal representation.
  • OMG You don't know me but I just had the greatest idea! And since I'm from Connecticut, let's call it the Connecticut Compromise! 
  • It was a good way to make sure there were checks & balances in the government. But then the delegates began to wonder...
  • Okay. So the Senate has two reps while the House is chosen by the population.  
  • How can the people be represented fairly? There had to be some way the Virginia Plan and New Jersey Plan could be combined in a fair way.
  • Right-e-o! Let's hop on to ratification, shall we? Is there anyone that opposes this document? 
  •  Some delegate named Roger Sherman brought up the idea of a Senate and a House of Representatives.
  • Agreeing with him, they also made the Three-Fifth's Clause clear. Every five slaves would be counted as three people. 
  • When Washington asked if anyone opposed, there were a few! They were Anti-Federalists that believed the Constitution did not state individual liberties clearly.
  • However, Federalists disagreed and believed that the Constitution was fair enough. The debates soon began. And it got wild.
