Tommy tells Steve and Charlie that he thinks that whoever was in the "thing" that flew over head does not want them to leave. At first, they do not believe him, and start to walk away. But then Tommy tells them that that was how it happened in the story that he read, the people in the "thing" sent four people over to investigate, a mother, father, and two kids.
When Les Goodman's car suddenly turns on, everyone starts to believe Tommy. They start to think that Les might be one of the people that was sent to investigate. They blame Les because they do not want to be blamed.
Do you get the procedure now? We have to create the fear so they will destroy themselves. We will go from one town to another...one to another...one to another.

The figure that was walking toward them turned out to be Pete Van Horn. Charlie was trying to protect his town, and he shot him because he was scared. Unfortunately, the town turned against him and started to blame him for the fear they have created.
The people of Maple Street have transitioned from a crowd to a mob. Everyone blames someone else, because they do not want to be blamed themselves. The fear that has been created has finally reached everyone's brain, so it broke them.
The people of Maple Street have let their fear turn them against everyone else. The have transitioned from a very peaceful town to a very chaotic town. The aliens are not the monsters, the people themselves are the monsters becuase of their own fear.
