States started to make their own constitutions. This led to conflict between the states.
The states making their own Constitutions did not work, so the states sent delegates to make the Articles of Confederation. The Articles of Confederation gave Congress very limited power. Congress could only declare war, handle foreign affairs, appoint military officers, and coin money.
Making the Constitution
There were several weaknesses in the Articles of Confederation. Some of them were money problems, conflict between states, and other countries took advantage of them.
Farmers became very angry because they were not able to pay back their debt. This was caused by the Articles of Confederation. Shays' Rebellion took place when 1,000 farmers started attacking court houses. This was eventually stopped by George Washington. This was sign that the Artcles needed to be changed.
Once people realized the Articles of Confederation were not working they decided to completely change it. They called it the Constitution. It was written from May to September of 1787. It was signed on September 17, 1787.
