The rising action are the decisions the characters make, that lead up to the climax. The narrator checks on the old man every night to look at the vulture eye, but the eye is always closed.
The falling action is what happens due to the climax, wrapping up the story. 3 police come to investigate a reported scream at the house, but the narrator tells the police that it was just him waking up and they can search the house all they want.
The conclusion is the end of the story. The narrator starts hearing a noise that drives him crazy, until he breaks and shows the police the body of the old man.
