The 26th amendment was proposed by congress. They proposed it because so many men between ages 18-20 were being drafted to fight in Vietnam. It was ratified July 1st, 1971. This amendment gave people ages 18 or older to vote. This took the place of 21 or older.
The 2nd amendment was proposed by James Madison. It was ratified on December 15th, 1791. This amendment gave people the right to have guns and weapons for protection.
