Congress is made up of the Senate and the House of Representatives. These members form a "conference committee" to work out a compromise bill that both chambers can accept.
The House of Representatives and the Senate vote on the compromise bill. Both chambers must pass the exact same version in order for the bill to move forward.
The bill moves to the desk of the President. There are three things that can happen at this point. The President can sign the bill and it becomes a law. Or The President can ignore the bill. If he or she ignores the bill and Congress is in session, then the bill automatically becomes a law after 10 days. If Congress is not in session, then it doesn't.
