In the beginning of the "The Minister's Black Veil," Mr. Hooper is seen by his congregation for the first time wearing his veil when approaching the meetinghouse. They are completely astonished and begin rumors about why he has it on.

The veil becomes the elephant in the room. "A rumor of some unaccountable phenomenon had preceded Mr. Hooper into the meetinghouse, and set all the congregation astir," states the text.
By the end of his sermon, multiple rumors about what the veil could symbolize had been passed around the congregation. Most of the rumors negative and involved sin.

The Veils power increases, Mr.Hooper refuses to take off the veil for his fiancee, Elizabeth.
After Elizabeth breaks up with Mr.Hooper no attempts were made to remove his veil. No one tried to figure what it symbolized anymore either. Although people did not agree with him wearing his black veil to a wedding, they were not surprised.
On his deathbed, Mr. Hooper reveals what his black veil symbolizes. The veil symbolized sin, Hopper believes everyone wears a mask but he made his physically noticeable.
