After the war America Is struggling to create a fair government. and are arguing over the New Jersey plan and the Virginia plan. The Virginia plan created by James Madison was going to help more of the bigger states get seats in the House Representatives, and the New Jersey plan would help the smaller states.
And then the great compromise was drafted giving the smaller states a small bit of what they wanted. The Great compromise was primarily drafted by Robert Sherman who was also a signer of the declaration of independence.
Although The Great Compromise was already made the plantations in the south were mostly run by slaves and the confederation had an argument of if slaves should count as citizens. They ultimately came to the decision that one slave is 3/5s of a man.
After the 3/5s compromise the confederation were trying to find out if there where going to be leaders of just a leader of this new Government. Edmund Randolph believed that there should be three representatives from each state and not one leader. But Benjamin Franklin thought that there should just be on executive leader. And after a long battle they came to the conclusion that there should be a chief executive.
Later Congress thought that there should be an election for the job of the chief executive. And this was decided in an electoral college. the first ever president of the United States was George Washington and John Adams was the Vice President. Later in 1787 the president George had the confederation sign the constitution drafted by James Madison.
