Why do I have to pay the Poll Tax and take the Literacy test?
At the time blacks were separated from whites. If black people wanted to go on the bus they had to sit in the back, and the white people sat in the front. This man was being radical because he was refusing to sit in the back of the bus. The Plessy v. Ferguson stated that segregation was lawful as long as separate facilities were equal.
During Reconstruction laws were made that stated that public facilities must be separate but equal. The 14th Amendment guaranteed Civil Rights that granted citizenship and the same rights enjoyed by white citizens to all male persons in the United States.
When blacks were voting they had made it very difficult for them to vote. They forced them to take a Literacy test and pay a Poll Tax or else they can't vote.
