The document The Articles of Confederation was the United States first government. Under the Articles of Confederation the individual states were given more power than the government.
The Federal government was so weak that they organized a meeting to discuss a reform called the Constitutional Convention of 1787 which was held in Philadelphia to change the Articles of Confederation because of its many weaknesses. One of the main points of the convention was to balance federal power with the power of the states
