On August 26, 1789, the National Assembly passed the The Declaration of the Rights of Men in attempt to solve the problems that was brought on by Absolute Monarchy.
The Declaration of the Rights of Men Article 2. "The aim of every political association is the preservation of the natural rights of men. These rights are Liberty, Property, Safety, and Resistance to oppression." Article 13. "A common [tax] contribution for the maintenance of the public forces and for the cost of administration. This should be equally distributed among all the citizens in proportion to their means law [how much money they have]."
