Starr begins to testify about what happened the night Khalil got killed. It is so important because she's no longer keeping quiet, and is putting her voice out there in a legal setting. This legal setting is important because she cannot legally consciously lie about what happened that night, ensuring that what she says can be trusted and prove useful to gathering a verdict.
Starr is getting hurt by Remy because she hit Hailey for making racist comments. When Remy heard these, he went over to slap Starr, but her brother Seven came in to the rescue to stand up for his sister. Showing that even though he can be tough on her, their bond is thicker than any conflict at school.
When the radio says that the court will not indict the officer, it shows that even though Starr testified and gave information to indict him, they still didn't. It emphasizes how the biases in the courts and confirmation biases in the jurors influence their decisions in very important matters.
