Referral of Bill to Other Chamber
A committee is a group of congress members that are particularly interested in different topics like health and international affairs. When a bill goes to the committee it is carefully examine and its chances of passage is determine by the entire Congress. If the committee doesn't like the bill it is considered "dead".
The Bill Goes to the President
When the bill is voted on there is a additional debate and members of the chamber vote to approve any amendment. The bill is then passed or defeated by the members voting.
When the bill is passed by the House or Senate it is referred to the other chambers. It usually follows through the same route as the committee. When the bill is finally to the floor the chamber can approve the bill,reject it,ignore it or change it.
