The great compromise plan kept a two house congress. The first house, the House of Representatives, would represent the people. The second house, the senate would represent the states. The number of representatives from each state would be counted one by the states population. Each state would have two senators.
The three-fifths compromise was a compromise that said Slaves will be counted three-fifths of an average man but the only reason slaves are being counted as humans are because of how many representatives.
