The Great Compromise
New Jersey and Virginia came to a compromise with this plan because they both wanted three branches of government. To add on, Rodger Shermon of Connecticut called for the creation of a two house legislatuire
We would not want enslaved people to vote, so they should not count the representation.
We wanted to include the enslaved people in their states population because that would give us more representatives.

We came to a compromise by having a person for Taxes AND for population for the house of representatives.
