This is a privateer! These are used for battle.
This is when the people of France were trying to throw over their government and Thomas Jefferson wanted to help but we were neutral.
Jay's Treaty

Washington felt we were not prepared for another war. So, the proclamation was created to say that we would be strictly neutral.
Pinckney's Treaty
A Privateer is an armed ship owned and officered by private individuals holding a government commission and authorized for use in war, especially in the capture of enemy merchant shipping. Washington did not actually want these.
Jay’s Treaty was an agreement between the U.S. and Great Britain that kept the peace between those two countries in 1794.
An agreement between the United States and Spain in 1795 that helped fix boundaries and set commercial arrangements.
