  • The Articles of Confederation don't have enough power to settle disagreements and pass laws
  • Welcome to Philadelphia! The Articles of Confederation are weak! Would anyone like to explain why?
  • I am William Patterson from New Jersey and i propose a unicameral house system and representation that is equal in all states.
  • I am John Rutledge from South Carolina and I want a Commerce Compromise that will not tax exports and not attempt to regulate slave trade for at least 20 years because my state depends on exporting cash crops and using slaves on plantation.
  • I am James Madison of Virginia and I am proposing a bicameral house system and representation based on population in both houses. 
  • That is a pretty good plan.
  • I am Roger Sherman from Connecticut and I propose a Compromise. This plan retains the Bicameral house system but 1 house is based on population and the other is equal for each state.

  • We want slaves to not be counted at all.
  • We are James Wilson and Roger Sherman and we propose a plan to settle weather or not slaves be counted as population towards representation. We have come to a conclusion that every 3 out of 5 slaves will be taxed as property and be counted towards representation.
  • We want our slaves to be fully counted.
  • Do not forget that the Backcountry People want protection of their rights in writing.
  • We have not forgotten about the Backcountry and I would like to say that all compromises in this meeting are ratified!
