This scene finally reveals who the current Receiver is, and that the community only thinks that they exist. This builds suspense to me as to when Jonas will finish his training, and if he'll back out.
This reveals that the community has never seen or experienced anything like snow. Suspense is built by the Receiver knowing what snow is, yet he rarely leaves his dwellings.
This is Dramatic Irony due to the fact that we as readers at least know what snow is, where as the characters (excluding the Receiver) don't. This scene shows that the community is truly isolated, and that they are left clueless.
