congress tried to unite the states under one national government, this was a difficult task, they feared this government would trample the rights they were fighting for. Their solution was the government Articals of Confederation

The process began with the proposal of James Madison's Virginia plan, George Washington the constitutional convention, it faced hard tasks: the peaceful overthrow of the new America government it had been defined by the articles of confederation, there was also the shays rebellion
The constitutional convention made many more ideas and accomplishments
The Constitutional Convention had a lot of agrees and disagrees, also questions. The first question was how many states would have ratify or approve the Constitution , before it goes into affect. The framers approved on 9 states. Madison, however, argued strongly that the people were "The fountain of all people"
On September 1787, the delegates declared the constitution complete. The last meeting Franklin shared his thoughts "I confess that i do not approve all of the constitution, but no convention could produce the perfect plan"
Not everyone was won over by Franklin's words. Fourteen delegates left the convention before it ended, three other doubters- Edmund Randolph, George mason, and Elbridge gerry did not sign the Constitution either. Some thought it was too much power too government, and did not protect their rights of the people.
