  • I propose a compromise. How about we have two parts of Congress? One part will be known as the House of Representatives, and the more people a state has, the more reps. they have. The second part, the Senate, will be equal for each state.
  • I like it!
  • The Great Compromise, proposed by Roger Sherman, combined the ideas of the Virginia Plan, which was that votes should be based off population, and the New Jersey Plan, which was that votes should be equal per state. Roger Sherman proposed a plan for two types of Congress, the Senate and the House of Representatives. The Senate would be equal for each state, while the House would depend on population, combining both plans into one. The delegates agreed on this plan, and it is sill in use today.
