Bills do not start out as a bill, they start out as an idea by the people. The people then call a local Congressman and he takes it to Congress.

They should make the speed limit higher on this road.
The idea then becomes a bill and then Congressman debate on whether it should not through or not.
The bill goes to the House of Representatives and they vote on the law. If they say yes then the bill goes to The Senate.
When the bill goes to The Senate than the whole thing starts all over again.
It it off to the White House where it has to wait for the President to sign.
If the President signs the bill then it becomes a law but the President can veto it and the whole entire process will have to start all over again. This makes it very unlikely for the bill to become a law.
