9/13 coloines have to approve yes yet it was always hard.

South never agreed with the North really so it was hard to set laws.

Up North normally would always disagree with South.
You back then we had the 13 colonies and when they gained independence the Article of Confederation wasn't the best. They had really government leadership. As you saw they had to get 9/13 votes from every colony to past a law. The South and North had really different perspectives. This caused it to be really hard to pass laws.
Actually they had a good amount of struggles Ethan I can tell you about three more.

Another weakness was they had no army at all so they had no one to protect them. They also didn't have taxes because they just got away from loads they didn't want anymore but the government didn't have money. They was also no court so somone could break a law and won't be punished.
