After winning the war, the colonies created the Constitution and the Bill of Rights. This gave the colonist the laws they should follow and a list of freedoms they had.
Delegates belived that the colonies should be united by a government to win independence. It was difficult to write a constitution that every state would be satisfied with. Many people felt loyal to their state, rather than one nation. After much arguing, Congress approved the Articles of Confederation in 1777.

The government at the time was struggling to fix the economic. The new country suffered from an economic depression. A depression is a period of time when business activity slows (such as on farms), prices and pay fall, and unemployment rises.
The depression hit farmers bad. Since they weren't getting payed a lot, they could not pay off their loans or taxes. Daniel Shays, farmer from Massachusetts, made a rebellion. They attacked courthouses and prevented the state from taking farms away.
Shays' Rebellion was a sign that the Articles of Confederation was weak and didn't work. Many states called for a convention to fix the Articles of Confederation. The convention of 1787 would completely change the government.
