Warsaw pact formed by what was left of the Soviet countries and they housed missiles in Cuba to target U.S, cities. Thus, the Cuban Missile Crisis began in 1962. The Nuclear Test Ban Treaty stopped above=ground testing for both parties. Shows fear of retaliation from both countries.
