In Full Committee, they consider the bill. If it gets approved in some form the bill goes to the Rules Committee
In the Rules Committee, they issue a rule to govern debate on the floor, which then sends it to Full House and Full Senate
In Full House and Full Senate they debate the bill and may amend it. If the bill is different in the House or the Senate, it must go to a Conference Committee
In the Conference Committee, Senators and Representatives meet to reconcile differences between bills. When an agreement is reached, a compromise bill is sent to Full Senate and Full House
The President can sign or veto the bill. If they veto the bill, Congress can override it by 2/3 majority vote in the House and Senate. The President can either sign the bill, veto it or do nothing, which is a pocket veto.
