Storyboard Text

  • In Full Committee, they consider the bill. If it gets approved in some form the bill goes to the Rules Committee
  • In the Rules Committee, they issue a rule to govern debate on the floor, which then sends it to Full House and Full Senate
  • In Full House and Full Senate they debate the bill and may amend it. If the bill is different in the House or the Senate, it must go to a Conference Committee
  • In the Conference Committee, Senators and Representatives meet to reconcile differences between bills. When an agreement is reached, a compromise bill is sent to Full Senate and Full House
  • The President can sign or veto the bill. If they veto the bill, Congress can override it by 2/3 majority vote in the House and Senate. The President can either sign the bill, veto it or do nothing, which is a pocket veto.
