  • The Federalists and Anti-federalists argued weather or not to have a constitution, or continue tweaking the Articles.
  • We need a constitution!
  • Federalists
  • No, we need to ratify the Articles! We need a Bill of Rights now!
  • Federalists wanted a constitution, but Anti-federalists wanted to ratify the Articles and have a Bill of Rights.
  • Later in 1791, a Bill of Rights were created
  • So they said that they would write a Constitution and add the Bill of Rights will later.
  • Agreed
  • We make a constitution now, and a Bill of Rights later
  • South
  • The North didn't want slaves to count toward the population of a state, and representation in congress because they didn't have many slaves.
  • We don't want to count slaves! And if we do, we tax them!
  • North
  • We count them as our population, they live on OUR land! NO taxes!
  • The South wanted the slaves to count as their population, because it could possibly double the original population
  • So they counted, for representation and taxed 3/5 of the Slaves to make Northern and Southern states happy
  • Yes!
  • How about we count 3/5 of them, along with taxing them?
