  • It was a hot and humid summer in Philadelphia, Pennsylvania, 1787, and it smelled horrendous. Animal dung was everywhere, and the mosquitoes were biting like crazy.

  • The delegates of the United States, like Ben Franklin, George Washington, Rodger Sherman and James Madison were gathering to discuss the matters of our new nation...

  • They needed to solve the problem of slaves being counted in states' total population...
  • The End of the Beginning
  • Meeting adjourned! See you all next summer...
  • The delegates needed to figure out what do do about their new kind of government...
  • New Jersey wants to have 2 votes per state
  • But Virginia wants votes based on population!
  • They finally agreed and decided that there would be two houses. The Senate would consist of 2 delegates from each state and the House of Representatives would have delegates based on a states population.
  • Okay as long as New Jersey has a say...
  • We could call them the House and Senate!
  • So the leaders of new America had survived their first meeting as the delegates, but would these laws hold? Or would the new nation crumble?
