President McKinley hesitated to go to war, even though the American public pressed for it.
America made four demands to the Spanish. 1. Money compensation for the USS Maine. 2. The End of reconcentration camps on Cuba. 3. A truce in Cuba. 4. Cuban Independence. Spain accepted them all except for Cuban independence.

On Dec, 1898, America and Spain signed the Treaty of Paris, ending the war, and making Spain recognize Cuban independence.
