Suddenly, shooting broke out and many were killed on what came to be known as "Bloody Sunday". This turned opinion against the tsar, and started the Russian Revolution of 1905.
With tensions rising, the tsar was forced to sign the October Manifesto, which gave full civil rights and a Parliament, known as the Duma, which was elected through universal male suffrage.
In the first Duma, the government created the Fundamental Laws as the new constitution. However, the tsar still had great power, and the new constitution was controversial.
