Hmm..I wonder what direct and representative democracies are?
In a direct democracy all citizens were in charge and came together and made decisions, aka: vote. In a representative democracy all citizens came together to elect a leader that can make decisions on their behalf. The elected leader was in charge. A difference between direct democracy is that a direct democracy is ruled by citizens but a representative democracy is ruled by an elected leader.

They need a democracy so that they could limit the population. If everyone wanted food, water, shelter and land the population would grow aboldintley. So they had to vote on certain laws to keep it in line.
