Another reason why the French Industrialization did not happen was the French Revolution was happening which in return delayed the Industrial Revolution.

The French wanted imperial presence in SE Asia because they desired cash crops. By the 1890s, France had gained control of Cambodia, Laos, and Vietnam. Here, rubber plantations started to come up in these countries.

The French also controlled a city in India called Pondicherry. The French and British soon after fought to control India in the Seven Years' War, eventually pushing France out of India and Pondicherry.
Siam in SE Asia escaped the hold of the French and British by having their leaders handle diplomatic relations with France and Britain. Siam also westernized their ways and created educated people to fill the bureaucracy.
