Council of People's Commissars
Kerensky escaped from Petrograd and tried to raise troops from the front, while the rest of the government remained in the Winter Palace. He could secure no further help.
Lenin formed a government called the Council of People's Commissars. This had an all-Bolshevik membership. Lenin was the head of the government; Leon Trotsky was Commissar of Foreign Affairs; and Joseph Stalin was Commissar of Nationalities.
The Bolsheviks were forced into action and Lenin ordered the revolution to begin before Kerensky could capture them.
