The Virginia Plan was a proposal created by James Madison, and was discussed at the constitutional Convention in 1787. It was a strong central government composed of three branches: Legislative, executive, and judicial.

Of course some states did not like the idea of the Virginia Plan. The smaller states did not like the idea because then they would have less say in government than the larger states.
The New Jersey Plan called for each state to have one vote in Congress instead of the number of votes being based on population. Wanted unicameral legislative.

An issue that popped up was how slaves should be counted. They came up with the 3/5 compromise. Each slave counted as 3/5s of a person. Another dispute about trade raised another question about slavery.
The slave trade was the importing of slaves from Africa.
