In the story the paper with the black circle means your chosen to be killed/stoned to death. In line 234 "Mr. Summers said, "that was done pretty fast, and now we've got to hurrying up a little more to get done in time." They prepared to stone Tessie to death.
In the story they use at black box too pull out papers that decides who is going the die. "the black box got shabbier each year; by now it was no longer completely black but splintered badly along one side to show the original wood color and in some places faded or stained". which you can tell that they been doing that for a long time.
In the story many figurature language was shown. One of them was in Line 219 which was a metaphor, "There was a long pause a breathless pause." This sentence was mentioned right before everyone opened the paper to figure out who was picked. This metaphor basically shows how nervous everyone was.
The theme in the story that was shown is that the lucky chosen one isn't always the "lucky" one after all. Like in the story we all thought at first that the lottery was probably something good, because people was nervous/excited for the lottery, But at the end we came to find out that the chosen one ended up getting stoned to death. which was Tessie Hutchinson.
