  • Hamilton, you know the states need to be strong enough to govern themselves.
  • This conversation again? Hancock, you know that if the central government is weak, then the states are weak as well.
  • The power of the central government is limited to the constitution. The states can have limits to their power too.
  • How can the states be restricted to the power they can use?
  • How about we add a Bill of rights to the Constitution? It can secure the rights of the people and let the states govern themselves. 
  • Hmm...good idea. And whatever isn't decided by central government can be decided by states.
  • Yes, good idea. This should satisfy the others and keep the states united
  • It will my friend, it will.
  • And so, the Constitution was signed and with a bill of rights, the country and the states had stromn government.
