The whiskey rebellion was when farmers began be taxed on the whiskey they would produce. Farmers rebelled and refused to pay the taxes, Washington ended up leading a military force to pull down the rebellion.
The constitution didn't explain what the court system would be like so congress passed the federal Judiciary act. It established 13 district courts, 3 circuit courts of appeal, states had thier own courts but federal courts can overturn them.
