  • While Congress was not in session, Andrew Johnson issued his Proclamation of Amnesty. He did this also to show Congress who he thought was in charge of the Reconstruction process..

  • On March 27, 1866, Johnson vetoed the Civil Rights Bill, which would give citizenship to all people born in the United States. Congress overrode his veto which created more disagreements between Congress and President Johnson.
