I have a great idea for a new Bill! It will help prevent human trafficking!
Wow, sounds great! There aren't any riders in that are there?
S. 178 easily passed through the House of Representatives but was stopped with the senate when the Democrats noticed a rider in the bill

What about the part where it says the funds can't be used for abortions?
The Hyde Amendment was introduced in 1976, and prohibited the use of federal funds for abortions. This has been used in many times, but with S. 178, it would restrict use of funds besides just federal, which caused democrats to be concerned about the power it would gain

But this would mean funds come from the criminal offender, not taxpayers like before?
Okay... what if we compromise?
After a while of debate, filibustering, and standstill in the senate, they reached a compromise, which said that half of the funds would come from the criminal offender and would not go to any healthcare and the other half would be from government funds
Hm... I guess that will work
S. 178 was passed on April 29, 2015. The compromise did not remove the Hyde Amendment, but it did keep it from getting any more powerful

Hey buddy, I'm not thrilled either, but at least we both got something and now we can move on
I guess this is okay...
After going back and forth for a few months, neither side got exactly what they wanted, but both were satisfied with the result
