  • James Madison lead the disscussion at the convention and offered the virginia plan with a strong government. The Judicial Branch, The legislative, and The executive branch. 
  • There should be three branches of government
  • Smaller representatives started to worry. States with a greater population who get more representation in congress.
  • Im worried. There will be more representation in the larger states.
  • Yeah we deserve just as much representation
  • They compromised that there would be two houses. Big states would have more representatives in one house. In the other house they would have an equal amount of representatives 
  • Hmm... we have a compromise
  • States argued about if slaves should count as votes. Delegates compromised and said that 3 out of every 5 slaves count. They also tried to end slavery, and compromised. They said that slave trade could only go on until 1801 
  • NO THEY SHOULDN'T
  • Slaves should count as votes!
  • 9 states had to ratify the constitution. Each person got to decide. Some people were afraid it would take away freedoms
  • I'm scared this will threaten freedoms
  • The bill of rights were passed and promised things such as freedom of speech. In 1788, the constitution became the new way of government
